Many railroads allow dogs in a carrier or crate. A bike stroller fits that bill. Two beagles, Moxie and Huckleberry, nap on the LIRR commuter train.

I think they could fit. You would have to get a big one and then bribe them to be quiet with some “inflight snacks.”
I would like to know if three beagles can fit there. I am trying to figure out how I can travel with three beagles if crates are required for travel. Especially on a train or bus. I am still undecided about plans.
